What level of technical literacy should a project manager have?

None. A manager can do without technical knowledge provided that the software is developed.

A basic level of. Let's say that we consider the basic level to be the level at which the PM knows the basic concepts, understands how one tool differs from another, and knows how to correctly formulate questions to the developer.

Advanced level. Either the PM has a specialized education, or during his work he independently immersed himself in development. And now he can talk on equal terms with the developer and defend solutions to the client without preliminary discussions with the team. In the sense that he himself can choose the arguments.
