Last year, on December 4, 2020, the President of the Russian Federation instructed the Cabinet of Ministers to carry out the digital transformation of the country in 10 years. The authors of the project were going to actively introduce new technologies, including artificial intelligence.

During the year, large projects of the “digital transformation” direction appeared, and the preparation of the legal framework is underway. The ultimate goal is to ensure the digital transformation of public administration and transfer public services to electronic form. Below the cut is a summary of achievements for the year, plus a description of a new tool that allows you to control, support and stimulate the implementation of digital transformation.

There is an assignment, what next?

After that, it was necessary to develop and approve digital transformation strategies. Into regional strategies was included about 4.6 thousand projects. The most important areas in this case are the digitalization of public services and the transition of the subject to a reliable and modern IT infrastructure.

The strategy includes, on average, 10 industries, to which the regions pay maximum attention.

“The Ministry of Digital Development of Russia has formed a schedule for the development of draft strategies and organized explanatory meetings for the regions with the involvement of sectoral federal government agencies. For the first time, all strategies were prepared in a standard form using the information system,” noted Yury Zarubin, Deputy Director of the Department for Coordination of Programs and Projects of the Ministry of Digital Science.

He also added that the main focus of the documents is on the quality of the provision of public services to citizens. The authorities responsible for social services will gradually transfer the most popular of them to electronic form. In addition, most of the software products are based on domestic technologies. This is an important point, which, in the opinion of state representatives, helps to ensure the independence of the Russian infrastructure and the security of cyberspace.

On September 2, 2021, the regions of Russia finally approved their digital transformation strategies. Now the participants of the program have interconnected federal strategies and strategies in the constituent entities. Their implementation, according to officials, will allow achieving the goals of the Digital Transformation program.

It should be noted that in addition to the state, private business is also involved in the project. The state offers entrepreneurs:

Concessional lending to companies involved in digital transformation and implementing IT solutions;
Preferential leasing for the implementation of digital technologies and platform solutions based on software and hardware systems;
Grant support for projects for the development and implementation of digital solutions.

The program itself is designed for the period until the end of 2024. It includes 6 federal projects:

Regulatory regulation of the digital environment.
Information Security.
Information infrastructure.
Digital technologies.
Human resources for the digital economy.
Digital public administration.

Control and support digital transformation

The state project itself is very large. It is divided into regions, and each of them has its own directions. As a result, it results in a system that is extremely difficult to control. Even a team of highly qualified specialists will find it difficult to monitor events in such a system.

The need for an automated system has arisen, and it has been relatively recently developed. The project is called “Ecosystem of Acceleration, Control and Support of Digital Transformation”. It was created by IT Expert Group specialists. According to them, this platform is able to replace even complex third-party solutions and technologies that have been used in companies for many years in a row. At the same time, the platform maintains compatibility with many such solutions.

The ecosystem includes several hundred ready-made industry solutions that allow companies to realize the opportunities they need, including IT management, personnel management, AXO, accounting, logistics, procurement and similar functions.

The same system makes it possible to quickly assess the state of various digital systems according to various indicators. It does not interfere with business processes, on the contrary, the Ecosystem provides an opportunity for continuous interaction of developers, suppliers, business partners and other participants. The platform is already used by such Russian corporations as Gazprom Neft, Norilsk Nickel, TMK, ChTPZ, Sberbank. It is also used in the CIS countries, including Kazakhstan, Belarus, Uzbekistan. The results of using the system are known:

Systemic growth in the introduction of innovative products without quality loss (2-3 times).
Accelerating digital transformation through quick adaptation and implementation of viable products using light-code (low-code, CI CD, DevOps) automation technologies.
Reducing the cost of purchasing foreign software and, as a result, for technical support, inventory and asset accounting (2 times).
Reducing and eliminating sanctions and security risks.
Continuous availability and continuity of all digital services provision processes.
Transparency of pricing of digital services, incl. hardware, software and any systems.

One of the important components of the project is professional certification of specialists. Thanks to this, its members can continuously improve the qualifications of employees, and, accordingly, improve the quality of customer service. Certain steps are already being taken in this direction – for example, the IT Expert team, one of the organizers of the transformation process, trains about 3,000 people from different companies and organizations in Russia every year. The most real students from universities in Russia and the CIS countries study, and thus the human potential for activities in the field of information technology is formed.

Digital transformation is gradually being introduced into our lives. It has already affected most areas of our life, whether we notice it or not. You can treat the process in different ways, but still there are positive results of the introduction of “numbers”, and they are not isolated. If you continue to work, smoothly and rationally, then in the near foreseeable future the results can be very interesting, in a positive way, of course. There are also problems – after all, the country is very large, but, in general, nothing is impossible here.
