How to open an account and card in banks of Kyrgyzstan in 2024?

Kyrgyzstan is a country with fairly loyal legislation in relation to citizens of the Russian Federation. Here you can open a bank account and get a card relatively easily. The fact is that in Russia banks themselves must inform the tax authorities about the opening of accounts for legal entities and individuals. This also applies to foreign representative offices of Russian banks. Foreign banks are not obliged to do this, so the citizen needs to inform the Federal Tax Service about opening an account within a month from the date of the event.
