How to create a website for a medical institution and not run into a fine of 5 million

Hello, my name is Alina Bogomolova, I am a project manager at Pitch IT company. Today I want to share our expertise in the field of creating websites for medical institutions.

The state imposes increased requirements on their content. These requirements are described in 5 federal laws and in more than 10 orders, government decrees and other by-laws. This is done in order “not to mislead patients about the medical services provided.” But we know that the state standardizes everything. A small private clinic or a city dispensary – meet the same requirements. And there are many requirements. Lots of)))

For any medical institution, the alternative is obvious. If you comply with all the requirements of the regulator, there is a risk that the site will become incomprehensible and inconvenient for users. If you ignore it, you can get a fine of 5 million rubles. Lot.

How to live with it

There are many requirements, but do not panic. We have organized and organized everything. Now let’s show you how easy it is to group information within a site to fulfill all the requirements and at the same time make a convenient site for your patients. At the end of the article, we will give a checklist for verification. So you don’t miss anything.

As an example, let’s take our recent case for an oncology dispensary in St. Petersburg.

First block: formal requirements

Formal requirements include information, the placement of which is mandatory by law, but, most likely, no one will read it. Such information includes information: on the type of activity, number, validity period of the license, the authority that issued the license, on the management of the medical institution, schedules for preventive measures, sanitary and epidemiological conclusions, information on health protection authorities, health care supervision, consumer protection supervision , information about insurance institutions with which contracts have been concluded for the provision and payment of medical services for compulsory medical insurance. Etc. We will not give a large list of all of it, it is available in the checklist.

To fulfill these requirements, we propose to create a separate section “Documents and licenses”. So we conveniently draw up a large number of documents in one section. And before launching the site, we check that all the documents are in place. Remember that each of the documents must be available for download – this is also one of the requirements of the regulator.

Second block: important information for the patient

It’s more interesting here. The requirements for the posted information are also described in a confusing way. We deciphered it and grouped it into understandable semantic blocks. The result was a set of information that is important for the patient. It is important to pay attention to this information when designing a site. If you take everything into account and think over the navigation, you will get a useful section for patients.

So, what information should you pay attention to.

  • Address, contacts of the organization, including directions. Please note that on the mobile version, you can make integrations with maps so that users can immediately build a route in the navigator.

  • About doctors, their education, experience. Each doctor should have his own page, and according to the requirements, it should be possible to download the entire list of doctors in one file – pay attention to this. On the pages of doctors, we also recommend adding the ability to make an appointment with this particular specialist. So comfortable for the patient.

  • What types of medical care is provided by the medical institution. List all kinds of services well. But be sure to talk about patient routing. How does the interaction with the patient begin and how can he receive this or that medical service.

  • Rules for making an appointment, examination, consultation and diagnostics. In addition to a separate page with rules, we recommend adding this information to the entry forms. For example, you signed up for an initial appointment – at the end you are shown a window with the rules – what you need to prepare and take with you.

An example of the design of the “Appointment” page for the St. Petersburg Oncological Dispensary.

In an oncology dispensary, in order to receive an initial free consultation, you must have form 057-U. Very often, patients did not know about this, the load on the call center increased, which then had to explain this, and the dissatisfaction of patients grew. We have implemented a required parameter in the entry form. If you choose a free appointment, the system asks you to attach a photo of the certificate. Without this, the system will not allow you to make an appointment.

  • Rules for preparing a patient for diagnosis

  • Rules for medical examination and hospitalization. We also highlight more rules for visiting relatives.

  • The cost of paid medical services. Please note that the cost of services must be up-to-date. Therefore, we recommend that you connect the website with HIS to always show the correct cost to the patient.

  • Patient reviews and the opportunity to leave a review. Please note that medical institutions need to collect more data about the user than ordinary organizations for revocation.

As you can see, when you translate from clerical to human, you get understandable and important information. In the next article, we will tell you how to create a site structure so that users can navigate them as conveniently as possible.

Third block: design requirements

For these requirements it is impossible to make a specialized section. But we divided them into “obvious” and those that are important to check. We classified the formalist requirements as obvious. In any case, you will fulfill them: “Information is placed in an accessible, visual and understandable form”, “Openness, relevance, completeness and reliability of information are ensured”, “Information perception is simple and understandable”, and so on. You can check the full list in our checklist.

Here are some things you should really pay attention to.

  • Compliance with the requirement to store user information. All information must be stored on the territory of Russia in encrypted form. Thus, placing the site on foreign hosting is prohibited. This is easy to check and for this very large fines.

  • Banner of the Unified Portal of Public Services (EPGU)

  • Banner of the Ministry of Health on an independent assessment of the quality of services provided by medical organizations and a link to an interactive questionnaire

  • Availability of a donor traffic light on the official website of a medical organization (for hospitals that have a blood transfusion department in their structure)

  • Site `s map. Usually SEOs ask for it, but the regulatory authorities too.

  • Search. Any search is formally a search. But inspection bodies will search for the presence of formal information. Check if the search finds it.

  • Version for the visually impaired. Inclusion is a very big topic. But provide at least formal signs of its implementation. And if you want more, then here are our recommendations on how to do it really well.

  • Data backup. There are no regulations on how and what to copy. But this item is more likely to be needed for you. In case of unforeseen events.

Also note that recently the requirement was added to the requirements not to use scripts and program code downloaded from foreign servers when developing the site. This means – do not use foreign services and platforms.

We hope you found it useful. By link you will be able to see the complete checklist for checking the compliance of your site with all the requirements of the regulatory authorities.
