According to Tariff scale of the platform, Central Bank of the Russian Federation tariffs completely remove the burden from individuals, shifting it to businesses.
Tariffs will look like this:

1. For the transfer of digital rubles by individuals in favor of individuals (C2C operation) or in favor of legal entities (C2B operation)
0.0% of the transfer amount

2. For the transfer of digital rubles by individuals in favor of legal entities (C2B operation), with the exception of transfers for payment of housing and communal services*, is paid by the recipient of the funds
0.3% of the transfer amount, but not more than RUB 1,500.00. for 1 translation

3. For the transfer of digital rubles by individuals in favor of legal entities (C2B operation) to pay for housing and communal services*, paid by the recipient of the funds
0.2% of the transfer amount, but not more than 10.00 rubles. for 1 translation

4. For the transfer of digital rubles by legal entities in favor of individuals for the purpose of returning digital rubles for a previously completed transfer (B2C return operation)
0.0% of the transfer amount

5. For the transfer of digital rubles by legal entities in favor of legal entities (B2B operation), paid by the payer of funds
15.00 rub. for 1 translation

Interestingly, according to Tariff scale of remuneration, Central Bank of the Russian Federation
banks (“Platform Participants”) will receive from the Central Bank (“Operator”) reward for each transfer.

Tariffing:
1. For the transfer of digital rubles by individuals in favor of individuals (C2C operation)
0.0% of the transfer amount

2. For the transfer of digital rubles by individuals in favor of legal entities (C2B operation), with the exception of transfers for payment of housing and communal services*
0.10-0.15% of the transfer amount, but not more than 500.00-750.00 rubles. for 1 translation

3. For the transfer of digital rubles by individuals in favor of legal entities (C2B operation) to pay for housing and communal services*
0.05-0.10% of the transfer amount, but not more than 2.50-5.00 rubles. for 1 translation

4. For the transfer of digital rubles by legal entities in favor of legal entities (B2B operation)
RUB 10.00 for 1 translation

It is likely that this is an attempt to create optimal conditions for the interest of banks in the implementation of the Digital Ruble product in their applications.
